MOVE ON UP is a 3-year project, frame worked on the 5 dynamic, flexible ADDIE guidelines for building effective training and performance support tools45, and the Be Healthy, Be Mobile46 handbook on how to implement mobile health for physical activity. Both guidelines constitute the MOVE ON UP’s systematic approach to developing and implementing mobile health interventions. The ADDIE model consists of five stages: Analysis, Design, Development, Implementation, and Evaluation, while the Be Healthy, Be Mobile handbook provides guidance on developing and implementing mobile health interventions for physical activity promotion.

These will be instrumentalized in 5 work packages (WP) as presented in subheading 4.1. Each WP has a coordinator who collaboratively developed a management and supervision plan to monitor progress and ensure successful conclusion of the WP. To facilitate this process, each WP has clear objectives, deliverables, tasks, and timelines. Together with early feedback from focus groups, this will ensure continuous quality and usefulness assessment of the intervention and will allow the Project Steering Committee (PSC) to have a precise picture in respect to the contractual requirements of the project and quality assurance aspects as set by the European Commission. Both macro- and micro- structures of management are coherent from the specific objectives to the budget. The working methodology and activities were carefully chosen to maximize the value of the deliverables. The budget of each WP was calculated according to the human effort of each deliverable, considering the professional category and country in which the organization is based47. The actual need for each single task related to the work plan and deliveries was evaluated and commonly agreed by the partnership to ensure optimal spending. Furthermore, all meetings and multiplier events were planned to minimize expenditure and environmental impact and maximize contact time between partners.

The MOVE ON UP’s systematic approach (ADDIE and Be Healthy, Be Mobile) was fit into a COM-B model48, that identifies 3 key components necessary for behavior change: Capability, Opportunity, and Motivation. This way we can generate more comprehensive and effective learning experiences that can lead to behavior change, while allowing PwP to access the program from the convenience of their own homes using mobile devices and ensuring that the program is tailored to their needs and preferences, which is an important aspect of promoting behavior change.
